New popup chatbox

i added a new chatbox that can be brought up on every page. i believe it has a notification icon and perhaps a sound when there is a new message, i'm not sure yet
let me know if you guys like this new one better or the old one

i'm still messing around with it so if it looks weird in some places i'll eventually find the code and fix it

Also, is there a way for it to display a new chat on the Chat: 1 bar so people are more likely to click it? Kinda like a facebook notification.

hmm, it's supposed to change colors when there is a new chat. it doesn't seem to be working i guess...

k so i guess it does change colors but it seems when you refresh the page the notification goes away
